Covenant Supporters Covenant Supporters The European Commission defines “Covenant Supporters” as European, national and regional networks and associations of local authorities which leverage their lobbying, communication and networking activities to promote the Covenant of Mayors initiative and support the commitments of its signatories. , with expert knowledge of the regulatory, legislative and financial framework under which they operate - be it at the national, regional or European level - are ideally placed to provide tailored advice to signatories Signatories Signatories represent cities, with different size from small villages to major metropolitan areas such as London or Paris, that have signed the Covenant of Mayors on a voluntary manner and are committed to implement sustainable energy policies to meet and exceed the EU 20% CO2 reduction objective through increased energy efficiency and development of renewable energy sources. and identify synergies with existing initiatives. They too are crucial partners of the Covenant of Mayors Office Covenant of Mayors Office The Covenant of Mayors Office (CoMO), established and funded by the European Commission, is responsible for the coordination and daily management of the initiative. It provides signatories with administrative support and technical guidance, facilitates networking between Covenant stakeholders and ensures the promotion of their activities. The CoMO is managed by a consortium of European networks representing local and regional authorities, led by Energy-Cities and composed of CEMR, CLIMATE ALLIANCE, EUROCITIES and Fedarene. , especially considering their ability to adapt the Covenant objectives and messages in a way that makes sense to the realities on the ground.

Strategy

The Local Councils Association was established in 1994 through the issue of specific Regulations entitled: Local Councils (Association) Regulations, 1994. From time to time, these Regulations were amended and enhanced. The Regulations state that: "There shall be a Local Councils Association representing all the Local Councils with the aim of protecting and promoting the common interests of all the Local Councils and to represent, solely for the purposes of these regulations, all Local Councils in Malta and overseas, and on international associations of local government authorities." The aims of the Association shall also include those of protecting and promoting the common interests of Local Councils as well as offering consultancy services, training on its own initiatives and in conjunction with any other Council or Councils. The Association is a juridical body having a distinct legal personality. It represents all 68 Local Councils in Malta and Gozo.

Description:

Mr. Jimmy Magro, Executive Secretary f the Local Councils' Association has held a meeting with Mr. Roman Doubrava, Programme Officer within the Directorate General for Energy of the European Commission.  During the meeting Mr. magro explained the constraints that Local Councils in Malta are facing to find the necessary funds to implement their SEAP.  Most of the financial instruments established by the EU do not apply to the Malta Case as the investment is low when compared to other cities and countries.

Mr. Doubrava explained the financial instruments available under the various schemes established by the European Union.  For such funds, Malta needs to have strong governance to be able to form Special Purpose Vehicle between the public and private sector.
